Bridgehead Organisation

One BHO is hosted by the Ministry of National Education (MEN) in Bucharest.
The second BHO is hosted by the Executive Agency for Higher Education, Research and Innovation Funding (UEFISCDI), an executive agency under the authority of the Ministry of National Education.
UEFISCDI acts as executive agency for several advisory councils of the MEN with responsibilities in the fields of higher education, research, development and innovation. It also implements, under the supervision of its advisory councils, four out of the six programs of the National Plan for Research, Development and Innovation 2007-2013 (PN II).

After the EC approval of the restructuring plan, no ESCs. Only LoCPs

Local Contact Points

There are eight LoCPs. LoCPs are located in universities (Banat University of Agricultural Sciences and Veterinary Medicine in  Timisoara, ’’Valahia’’ University in Targoviste), chambers of commerce and industry  (in Constanta, Cluj -Napoca  and Brasov), North- West Regional Development Agency, an SME (IPA CIFATT Craiova), and one RDI institute (Institute for Macromolecular Chemistry “Petru Poni” in Iasi). Also, two LOCPs will be hosted soon by the Romanian Academy and Agricultural Sciences Academy.

Structure of the national network

All EURAXESS members have joined the network on a voluntary basis and EURAXESS activities are additional to their main duties. There is no direct funding for EURAXESS activities from the ministry or other national funding.

National funding of the EURAXESS Services Network

There is no direct funding for EURAXESS activities from the ministry or other national funding.

Target groups of the Bridgehead Organisation

  1. External connections – MEN and UEFISCDI liase with the EC, SGHRM to the EC, with other networks and organizations with similar activities, and all other institutions of the European, national and regional level.
  2. Internal connections – MEN and UEFISCDI work together, work with LoCPs, researchers

Target groups of the Local Contact Points

  1. Internal connections – LoCPs work with BHOs, assist researchers from their own institution (incoming/outgoing) and report to correspondent BHO.

Relationship and communication between the BHO, the Steering Group for Human Resources and Mobility for Researchers (SG HRM), the National Contact Points (NCPs) and the Programme Committee

The EURAXESS national coordinator is also NCP for PEOPLE/Horizon 2020 Programme, the Romanian delegate in the MSCA, ERC, FET configuration of the  Programme Committee and one of the experts within the SGHRM.

The second NCP for PEOPLE/Horizon 2020  Programme is also a LOCPs.

1. Risk analysis in implementing the national EURAXESS portal

One important aspect in implementing the national portal is establishing the national outcome that you want from this initiative. It is important to perform a risk analysis based on your target results. In Romania we started by setting up a communication strategy at a national level. We thought about what the researchers, research agencies and institutions needed from this specific initiative at an international level. For the short-term communication strategy, we tried to present the target groups with the advantages of enrolling in the website and also to communicate with them by receiving feedback and requests based on their needs. For our institution, the aim was to create a national contact service point for researcher mobility. The risk at this moment is divided in two areas:

  • Researchers need to be convinced that by using these web-based tools to post their curricula vitae and the search options they can find better jobs and research opportunities at an international level.

  • Research agencies and institutions must realize that they can have access to a large international researcher know-how database, and by posting research jobs they can have international expertise in their field.

To address these issues, we started creating a more dynamic, feedback-based approach with the researchers, funding agencies and research institutions in order to understand their needs and respond as fast as possible.
