Bridgehead Organisation

Sofia Universiy “St. Kliment Ohridski”, Scientific Research Department (SU-NIS), Institute of Technology and Development Foundation (ITD) and New Bulgarian University (NBU) host the BHOs. All the rest are LoCPs.

EURAXESS Local Contact Points

The Bulgarian network includes LoCPs at the St. Cyril and St. Methodius International Foundation, Technical University-Varna, University of Rousse ‘Angel Kanchev’, Trakia University and University of Plovdiv.

Structure of the national network

The BHO at Sofia University St. Kliment Ohridski “is the first Bulgarian university, established on January 1, 1889. Throughout its more than hundred years of history Sofia University has been and continues to be a national center for higher education and research with fundamental and applied nature.
The BHO at Institute of Technology and Development (ITD) Foundation is a non-profit, nongovernmental organization motivated by the challenge to support the development of innovative ideas and technology transfer.
The BHO at New Bulgarian University is the first private university in Bulgaria and the BHO there is responsible for working with the private universities in Bulgaria.

Bulgarian network of mobility of researchers, includes 12 local contact persons (LoCP) serving researchers in the country: in Sofia – Bulgarian Academy of Sciences (BAS), Technical University of Sofia (TU),  and State University of Library Studies and Information Technologies  (SULSIT), in Ruse – Ruse University “Angel Kanchev”, in Varna – Technical University , in Stara Zagora – Trakia University, DITT, in Plodiv – University of Plovdiv “Paisii Hilendarski”. In Blagoevgrad –  South-West University “Neofit Rilski” (SWU). LoCPs ensure comprehensive and up-to-date information and personalized services to the mobile researchers and their families and to the Bulgarian scientists as well. The LoCP at University of National and World Economy in Sofia works on national level and provides the researchers and organizations with specialized information related to intellectual property.

The LoCP at St. Cyril and St. Methodius International Foundation serves current and future researchers in the largest Bulgarian foundation which pursues objectives beneficial to society like:

  • developing and enhancing exchange in culture, art, science, education and professional training;
  • assistance to research in education, professional training, science and culture;
  • assistance to education, professional training and the creative development of talented children and capable young people;
  • Charity targeting young people, etc.

 

The LoCP at ICT Cluster is unique and the only one at the moment based in the private organization working with highly qualified specialists in ICT sector.

The LoCP gives consultation and advices to Bulgarian and foreign researchers and young people served by the foundation.

Relationship and communication between the BHO, the Steering Group for Human Resources and Mobility for Researchers (SG HRM), the National Contact Points (NCPs) and the Programme Committee

Two main BHOs – Sofia University and ITD are in constant communication with the SGHRM BG member, the ITD Chair often participates in the SHRM meetings replacing the Ministry representative, part of BHO staff are NCPs and respectively the communication and connections are regular and very good.

1. Intellectual property at a glance

The University of National and World Economy is an ESC specializing in research, consulting and teaching in the field of intellectual property (IP). In order to provide mobile researchers with information about IP protection in Bulgaria, the centre published an overview of the IP system on its website, with information in English and Bulgarian, aimed at both foreign and local researchers and including:

  • intellectual products subject to protection

  • approaches and criteria for their protection

  • terms of protection

  • basic laws

  • international treaties in the field

The site is designed and organized in a way that makes it fast and easy to obtain reliable information. Moreover, the team at the centre is trained to provide additional consulting in the field, if and when necessary. The website also provides a venue for the centre to publish calls for partners for research projects, conferences and other forums; scholarships; scientific, educational and cultural cooperation programs; and academic positions in the region and abroad, with the aim of facilitating intellectual property development and knowledge dissemination. Other published information concerns the scientific environment and the living conditions in the region, with support for incoming researchers.

If it solves the problem with funding, the team at the ESC plans to develop a bilingual online database with the CVs of researchers in different fields, posted to the website by the researchers themselves, which the user can then search according to a variety of different criteria.

2. Industry-academia collaboration

The Centre for European Integration, International Cooperation & Mobility, which also acts as an ESC, interacts with the Technology Transfer Office (TTO) and with various industrial partners of the region, thus marketing the researchers’ innovative products and their successful practical application and strengthening the role of researchers.

As a result of this interaction, a number of innovations were evaluated and prepared for their implementation, several seminars were jointly organized and carried out by the Centre and the TTO, and 20 additional innovative ideas were collected.

The Centre gained visibility in other networks dealing with industry-academia relations. It increased its influence among local industries, which now have established close ties with researchers.

Bulgarian citizens pay Social Security contributions and Health Insurance

  • EU/EEA citizens pay Social Security contributions and Health Insurance
  • Third country citizens are included in the national Social Security system and have same rights as Bulgarian citizens only if they have permanent residence permit or long stay permit (1 year and above).
  • No difference between fixed and temporary contracts

3. Foreign researcher without contract

Researchers without contract are not included in the national Social Security system and do not pay contributions for Health Insurance

Ph.D. candidates in Bulgaria are obliged to pay contributions for Health Insurance on their own
